Forward to localhost or assert in CI
Run whk tunnel <port> to forward webhooks to a local server, or use the TypeScript SDK to wait for and assert on deliveries in tests.

Only next-gen webhooks are signed, with a sha256=<hex> value. Classic webhooks post just a resource ID, and the handler fetches the resource through the API to read its status.
